program.

The Housing Authority of the City of Houston's Homeownership
Program is indicative of its commitment to assisting families in
moving from welfare to self-sufficiency; from distressed communities
to thriving communities; from segregated communities to open
communities; and from tenancy to homeownership. These programs
have not yet been officially released.
HACH has developed two homeownership initiatives for
first-time homebuyers.
HACH is making single-family detached public housing
dwelling units available for purchase by lower to moderate income
families.
Eligible participants are current residents of the Scattered Site
Public Housing Program, residents of HACH public housing
developments, residents who are receiving housing assistance through
the Housing Choice Voucher Program administered by the HACH
and income qualified families of the general public. Eligible
participants must have income at or below 80% of the Houston Area
Median Income.
Homebuyers must complete pre-purchase housing counseling and
training. The goal of the training is to prepare the buyer for the
responsibilities of homeownership. The housing counseling component
consists of a minimum of 4 hours of pre-purchase and post-purchase
training. Successful applicants are provided with follow-up
counseling to help ease the transition from renter to owner.
The HACH Loan-to-Purchaser Program for low to moderate
income, first-time homebuyers, provides grant funding of up to
$50,000 to facilitate the home purchase. The grant issued to the
family is in the form of a zero interest loan forgiven over a period
of 10 years.
The Section 8 Homeownership Program is for persons with a
Section 8 Housing Voucher. Eligible participants may exchange
their rental voucher for a homeownership housing
voucher. HACH will make monthly payments to the lender,
for a period of up to 10 years, as partial payment of the mortgage
on the home purchase. The family pays the balance of the
monthly mortgage payment directly to the lender.
The HACH Homeownership Programs have been very successful
in helping Houstonians achieve the American Dream of homeownership.
HACH has partnered with non-profit providers of credit
counseling and lenders with affordable loan programs.
